Why not halogen lights too?

While we're on the topic of a ban, how about banning halogen lights too? People think halogen lights are energy efficient but really they're just another kind of incandescent light, maybe a little more efficient than a regular bulb but not much. And people like to put them into new houses, or when they're renovating, and recessed into pot lights - half a dozen or more in a single room, 50 watts each.

But I'm worried about taking the ban approach. Bans don't always work - just look at pot (I mean marijuana, not pot lights!). Maybe we just need to charge more for electricity. Who's going to pay for the problems caused by climate change? Shouldn't it be the people who use so much energy in the first place? If we added a tax that doubled the price of electricity, we could use the extra tax to pay for building more windmills and solar panels.
