Pre cooler for incoming water to house

Tap water can get unpleasantly warm in the desert - how about a way to cool it down inside a water storage tank, in a cool room, on its way into your house?
Living in the Mojave desert has its extremes, hot summers and cold winters. Incoming water in summer can get so hot it becomes uncomfortable to bath in. My idea is to install a storage tank within the dwelling to allow the water to cool. This could be enhanced by ducting the cooler interior air across the tank via ducting. This same idea could be used in winter to preheat water prior to entering the water heater.
The savings would be minimal but the investment would be also.
With proper planning for locating where to place this storage tank and venting of interior air could be worked out on a case by case bases for retrofitting existing homes.
So that's it, I'll leave hoping my idea can be used and in some small way help.
