Above a freezing basement

Chicago, Humboldt Park, renting a first floor apartment, right above a freezing basement which seeps into the first floor; when it's 60 degrees outside it's 30 degrees cold inside the apartment; it's crazy! I have plastic up my windows and insulated the edges of the hall door; there are carpets only in the two bed rooms only; kitchen and living room is title and hard floor; any suggestions to warm up the apartment ? Used a 1500 watt forced air heater but the fuses keep blowing! Owner said don't use the heater!!! "HELP"

Freezing basement

Another suggestion would be helpful. I cannot get into the basement, since the owner of this building will not let anyone in the basement: I am just a renter.
I moved an area carpet into the kitchen but the living room floor is freezing even with the area carpet on the floor. Thanks anyways, suggestion taken and thankful. Don't want to move, rent is reasonable and is on first floor.

Insulate the basement ceiling under your floor

Cold air is coming through your floor area from this basement. The most direct way to stop this is to insulate the ceiling of the basement to keep the cold air in the basement. Try fiberglass batts. You can fit these between the support beams and cover them with plastic as a vapor barrier. This should help immensely!
